Glow squid spawn in any light level, and no check appears to be made for base_stone_overworld blocks, which does not match the patch notes.
To replicate, open a superflat world with minecraft:white_stained_glass;minecraft:water as the layer setup. The biome when generated by default will be plains. Set doDayLighCycle to false, and time set Day to ensure it is light. As long as you are over 24 blocks from 0,0 glow squid will spawn.
The world in the image was a random seed -9210351117061457482. In one of the images, a pair of commands in command blocks was used to highlight the locations of spawning glowsquid.
execute at @e[type=minecraft:glow_squid] run setblock ~ ~-1 ~ minecraft:redstone_block replace
kill @e[type=minecraft:glow_squid]
Affects both single player and multiplayer servers. No base_stone_overworld block is in the world, and since it is day, light level is sky light 15.
Environment
Java 1.18.
