[MC-248212] Snow Accumulates In Custom Dimensions

Custom Dimensions now slowly accumulate snow regardless of the dimension type and biome settings, seems to be in a certain noise octave since not all areas accumulate the snow. the snow does not follow the biome pattern and is more of a global noise level

Please attach a data pack which is affected by this, so it can be properly tested, and checked if this really isn't a mistake you made.

added the dimension portion of the datapack

I found the exact issue at hand which is causing this, it is the temperature parameter, setting that to 0 causes snow to accumulate when precipitation is off. not sure if this is intended or not
