Phantoms Swoop too much

This is a parity issue with the phantom. In Bedrock Edition, phantoms swoop down every so often, mostly flying above the player after a player hasn't slept in 3 days. In Java Edition, they swoop a little too frequently, and you never get that much time to get ready before it comes down and attacks again.

Steps to Reproduce:

  1. Wait until night fall in both Bedrock and Java Editions.

  2. Summon a phantom using the /summon command or wait 3 days without sleeping.

  3. Observe how frequently they swoop down

Observed results: The Java Phantoms swoop much more frequently than in Bedrock Edition.

Expected Results: Java's phantoms should swoop as much as in Bedrock Edition.
