We were doing a raid on a private 1.18.2 server and we discovered that if one of the illagers go into the nether and you kill them there the raid cannot proceed and you are stuck with the boss bar saying Raid - Raiders Remaining: 1

We fixed it by going to another village and coming back (the bugged one spawned back by the portal), we cannot seem to recreate it so it must not be as simple as that or the illager was hidden very very very well
