[MC-249391] Chest Boats Cannot be Dispensed in Water

Steps to Reproduce:

Place dispenser with a chest boat in it's inventory facing into a block of water
Activate dispenser
Observe the lack of chest boat dispensed as an entity
Repeat setup with a normal boat instead and observe it being dispensed as a boat entity rather than an item
