[MC-249467] Spectators that are on fire play extinguishing noise while flying near water

If a player is on fire when put into spectator mode, they will rapidly play the fire extinguishing sound when they go through water, until they are put back into survival

The sound can only be heard by other players, the one in spectator can't hear anything.

Steps to reproduce
Set yourself on fire

Change to spectator (while still on fire)

Go fly around water near other players and watch their confusion.

This is a two person bug. The spectator in question does not experience anything abnormal, but players nearby can hear extinguishing noises if the spectator was on fire before going into that mode, and then flies into water.

The screenshot provided is from the vanilla server, the bug is not visible as it can't be since the spectator fire is not visible to the players nearby

You can reproduce this by sitting in lava and then flying in to a water.
