[MC-249766] Allays can despawn after being given an item if they haven't picked up any items yet

Allays can Despawn after being given an item if they havent picked up any items yet

Steps to reproduce

Summon an Allay away from spawn and give it an item
Run /kill @s
Go back to where the Allay was and notice it is missing

I saw a YouTuber leave Allays in a house of fences and a half-block and trapdor roof, then go looking for frogs. Allays were holding bread, but when he returned the Allays were gone.

I just encountered this problem in 1.21.

I had like 40 allays in a 2x2x1 box for a farm and they dispawned for absolutely no reason.
