Open chat and type some text that's relatively long.
Hold the left or right arrow key to move the text cursor's position.
Watch closely as the text cursor moves.
Take note as to whether or not the text cursor blinks while moving.
Observed Behavior:
The text cursor blinks while moving.
Expected Behavior:
The text cursor would not blink while moving.
