Compass placed on the ceiling and at the spawn point in the item frame is not oriented correctly.
・Compass points in opposite directions on the west and east sides of the ceiling.
・Compass at the spawn point points to the east.

You're reporting 2 different issues in 1 report, the ceiling ones pointing away while the one at the block points east are unrelated to eachother.
I will say, for the second bug, lodestone compasses will spin when exactly at the x/z position.
