Duplicate of MC-250020.
I think that these reports should be merged into MC-193016. Maybe not, as the general pattern seems to be to let more specific reports stand on their own if they have a case to be considered a valid bug report.
Edit: I've just found MC-190865, which also describes the intended behaviour of the mob griefing gamerule. It was also resolved as Invalid.
