[MC-250150] Hover event in chatbox overflow

It is possible to trigger hoverEvent actions of text above the chat box, as if previous messages are present but not visible.

In the screenshot, my cursor points a few lines ABOVE the chat box

Here is the chat a bit further up. Text OOOOOOO has an hoverEvent of "show_item".
