Overworld Songs play in Nether when rejoining after server restarts

I was on the Nether Roof when the vanilla server I play on did its bihourly restart, and upon rejoining, an Overworld ambient song was the first one to play.

To reproduce:
1. Join or start a vanilla server.
2. Go to the Nether (might only happen on Nether Roof).
3. Restart the server.
4.. The first track that plays will have a chance of being an Overworld one.

We do not have enough information to find the cause of this issue.

Please record a video of this happening with your debug screen enabled (F3) and attach it to this report.
If you are on Windows, you can use Windows+Alt+R to open a built-in app for recording game footage.
If you are on Mac (Mojave or later), you can use Shift+Command+5 to open a built-in app for recording your screen.
In case you don't have a program to record videos, we recommend using the free recording software OBS.
