Creative inventory not accessable while riding a horse or donkey

I tried this before but the issue is still there. When you are riding a horse in creative, inventory. You can access the inventory but just the survival and the horse's inventory. While riding a horse, there is no way to access the creative inventory and spawn yourself items. The only way to do it is to get off the horse, go into the inventory, get back on and use the item.
