Items stuck on Hopper

Hey!

I noticed that this problem has been encountered in the past a few times. Every thread I found was completed, but I still have the problem. 
I built a normal sort machine functioning with hopper and water. Short: Dispenser throws items —> items float on water till above their hopper.

but i have the problem that sometimes items remain stucked over hoppers.
