Ctrl + Pick Block on Sculk Shrieker with "can_summon" set to true doesn't work

i believe this is working as intended, i think it is the same reason you cant ctrl-middleclick a lit furnace for the lit version, as ctrl-pick block is for nbt data.

Duplicate of MC-250042, block states aren't NBT data.
