In MC 1.6.2 Survival I am unable to find any horses. i have roamed plains biomes for quite some time now.
In Creative though, I have quickly seen horses and even been able to ride them.
Because I have this problem in 1.6.2, the solution to https://mojang.atlassian.net/browse/MC-24318 does not help.
