Using seed 0 on a public server, the ender dragon doesn't spawn.
Playing the same 0 seed locally, the ender dragon spawn.
This seems to be a server only limitation.

This is likely an issue with the server you're playing on as I'm not able to recreate this same behavior. Does using a seed other than "0" spawn the ender dragon on your server? Also, does the server happen to be running any modified server software such as Spigot, Bukkit, Paper, etc...? Supplying this information would assist in diagnosing the potential problem here.
