[MC-252391] Phantom hay bales in villages generates using /place structure

works with earlier versions too

What I expected to happen was:
Hay bales should have been generated

What actually happened was:
Yes, they generated but very weirdly

Steps to Reproduce:
1. Use /place structure minecraft:village_plains
2. Find hay bales

3. Test the bug
