[MC-252489] Sculk Shriekers placed by player does not trigger darkness effect

When placing down a Sculk Shrieker and activating it, the darkness effect does not set in. It only occurs when setting the "can_summon" tag to true.

Duplicate of MC-250137 which was later resolved as "Works As Intended".
