[MC-252551] Mobs can't pick up items in my server.

When I was trying to breed some villagers I noticed they didn't pick up any of the food, so I tested it by going into creative and making a hole with beds, and it still didn't work, then I tried it with allays, same thing. They didn't pick up the items.

/gamerule mobGriefing must be set to true for monsters to be allowed to pick up items.
