Would MC-152728 happen to describe the issue that you're experiencing here? Since sprinting isn't canceled when sneaking, you can move faster than regular walking when having swift sneak leggings equipped.
I think this quirk has been a part of Minecraft for a long time. Sprinting diagonally goes faster too, and sneaking goes faster diagonally even without swift sneak. Don't know if it's a bug or not.
