Buried Treasure Maps Not Working Properly and turn into Regular Maps

When I played in my survival world, I found a shipwreck and decided to loot it out and found a treasure map, but when I got the treasure map, it was empty. I thought that maybe opening it would fix the problem but instead it just turned the treasure map into a regular usual map.
