Execute if blocks command not working with all filter

To replicate:

Setup new creative world

type command

execute unless blocks -35 74 -182 -36 67 -189 -35 68 -213 all run setblock ~ ~2 ~ air

This command will not work. Substitute masked for all and everything works.
