unable to swim up to surface

I'm unable to use the jump/swim control to get back to my boat at the surface, so I'm stuck on a ship at the bottom of the ocean. Luckily, I have enchanted armor preventing me from outright drowning, but I cannot go up any blocks to get back to nearby land...

All of the other controls work, it's specifically the jump/swim command.
