The Bug
When a saddled camel(Not "NoAI" nbt tag) is ridden by a non-player mob(by running a /summon command), it will be dazed.
Steps to Reproduce:
Summon a saddled camel ridden by a vindicator
/summon minecraft:camel ~ ~ ~ {SaddleItem:{id:saddle,Count:1b},Passengers:[{id:vindicator}]}
Set your gamemode to survival
-> ❌ The vindicator will posed for attack by raising its arms but the camel don't move or rotate

I can confirm this behavior. This also affects 22w44a.
In version 1.20 the mounted camel can move and rotate just very slowly.
Pretty sure saddles stop the rider's movement from working; try it without the saddle.
EDIT: alright, in that case it is consistent with horses (and variants) and llamas (not sure about pigs and striders).
