With spawner and command block beinge added to the creative menu they are now the only blocks that have a minecart varient, but that minecart varient is not in the creative menu where the other minecart varients are.

The Minecart with Command Block is next to the other minecarts and the spawner minecart doesn't exist as an item MC-163800
Maybe you missed the command block on the next row. Might be a feature request.
