[MC-25744] Skin changes aren't visible to others if until they restart their client.

How to reproduce:
1. Be on a server with another player.
2. Have them log out, close their client, and change their skin. Then log back on to the server.
3. See that their skin is still not changed.
4. Leave and rejoin server.
5. See that their skin is still not changed.
4. Restart client.
5. See that their skin has changed.

Please force a crash by pressing F3 + C for 10 seconds while ingame and attach the crash report here.

Please attach the complete output of the "Development console" of the launcher. CTRL-A, CTRL-C there, CTRL-V in the ticket.

This ticket is invalid as it relates to a modded or 3rd party client/server.

Any non-standard client/server build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the plugin creator.
This site is for addressing issues related to the base unmodded Minecraft.
