The scroll bar within the "Report Player" menu isn't inside its window

The Bug:

The scroll bar within the "Report Player" menu isn't inside its window.

Steps to Reproduce:

• Begin making a report for a player.

• Type multiple lines into the text box.

• Look at the scroll bar.

• Take note as to whether or not the scroll bar within the "Report Player" menu is inside its window.

Observed Behavior:

The scroll bar isn't inside its window.

Expected Behavior:

The scroll bar would be inside its window.
