[MC-258414] Ender dragon and wither spawn eggs aren't in the operator utilities tab in the creative inventory

Ender dragon and wither spawn eggs aren't in the new operator utilities tab in the creative inventory even though they are Operator utilities like command blocks as far as I understand.

Operator utilities means functionality locked behind OP access, not all command-only items.

This is more a feature request than a bug.

That report was about an actual op-utility,but that requires additional data. These spawn eggs aren't op utilities, you can even get them with pick block.
