As @unknown already mentioned, your game is modified and the bug tracker only takes in reports that occur under vanilla circumstances. In the future, please check if the behavior is present in vanilla before filing a bug report. Despite the modified game, we'll be resolving this as a duplicate of MC-175133 since it's the same problem that does indeed occur in vanilla.
