If you use a fire charge in creative mode you consume it.
How to reproduce
Get some fire charges in creative mode
Use them
Expected Result
No fire charge is consumed because you are in creative mode.
Oberved Result
Fire charges are consumed despite being in creative mode.
I cannot reproduce this behavior in 1.19.3. Fire charges are not consumed when using them in creative mode.
Please provide another video of this occuring while the F3 debug screen is enabled and attach it to this report so that further investigating can be conducted.
