Pistons don't react to one-tick pulses in certain chunks

Expected Behavior
Pistons should react to one-tick delays in any chunk

Actual Behavior
When I put the piston and redstone dust in this specific chunk, it doesn't activate the piston. With the piston outside the chunk, and the redstone dust in, it works fine.

(All coordinates were positive during the experiment in the video)
