Error with data pack preventing vanilla world from loading.

I downloaded a realm backup, but I can't load the world, saying there is an error in the data pack. This world has always been vanilla, no mods or data packs. The data pack folder is empty. Clicking the "open in safe mode" button doesn't do anything.
