The Bug:
Sniffers that are in love sometimes don't attempt to approach one another to breed.
Steps to Reproduce:
Summon two sniffers and feed them both some torchflower seeds.
Observe both of their behavior for a while.
Take note as to whether or not sniffers that are in love sometimes don't attempt to approach one another to breed.
Observed Behavior:
Sniffers sometimes don't attempt to approach one another to breed.
Expected Behavior:
Sniffers would make an attempt to approach one another to breed.

I observed the sniffer behavior, and it seems like if one or both of the sniffers smell a seed, it stops the breeding process which is why it doesn't happen with other mobs. And yes, it also happens in 1.19.4 pre 3.
