You can get water from outside world border but can't place it

In Java 1.19 (maybe before) you can pick up water from outside the world border. It fills the bucket but doesn't remove the source block. Then when you place it down inside the border, it places for a second and then vanishes.

Steps to Reproduce:
1. Pick up water from outside world border
2. Place it down
