The Bug:

Magma blocks can generate exposed to the air beside aquifers.

Here is an example:

Version: 1.19.3

Seed: -6018321323546593994
Coordinates: /execute in minecraft:overworld run tp @s -215.53 29.00 26.67 54.65 20.21

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.

2. Look closely at the magma block.

3. Take note as to whether or not magma blocks can generate exposed to the air beside aquifers.

Observed Behavior:

Magma blocks can generate exposed to the air beside aquifers.

Expected Behavior:

Magma blocks would not be able to generate exposed to the air beside aquifers.
