The Bug:

Experience orbs on top of redstone ore constantly activates it.

Steps to Reproduce:

1. Place a redstone ore and obtain some bottles of enchanting.

2. Throw the bottle on top of the redstone ore.

3. Observe how the experience orbs activate the redstone ore.

Observed Behavior:

The redstone ore activates.

Expected Behavior:

The redstone ore would not activate.
