Suspicious gravel does not have an assigned tool

The Bug:

Suspicious gravel does not have an assigned tool.

Steps to Reproduce:

1. Place down six blocks of suspicious gravel.

2. Obtain a sword, axe, shovel, pickaxe, hoe, and some shears.

3. Break the six blocks of suspicious gravels using a different tool for each block you break.

4. Take note as to whether or not suspicious gravel has an assigned tool.

Observed Behavior:

Suspicious gravel does not have an assigned tool.

Expected Behavior:

Suspicious gravel would have an assigned tool.
