Enderman doesn't teleport when I hit him, and sometimes spins in place. I know my previous mistakes and attach screen WITH debug screen. P.S works only on one enderman.

Duplicate of MC-226637. As for teleporting, they only do that for projectiles, and randomly (when hostile, which they are not because you are in creative mode); not on melee.
