[MC-262229] Only 1 Netherite Upgrade Template in a Treasure Bastion despite 2 being 'guaranteed'

Go to the bastion at -400 ~ -350 on seed 3712847579055145520

I had to check in a copy of the world to see if I was missing a chest or it was bugged. It's bugged.
