Visual indicator for failed Text-To-Speech is pointless

in the 1.20 PR2 changelog, it notes that a technical change is "Game will now display message box on startup if user enabled text-to-speech functionality, but it is not available".
Users who may be using text-to-speech may not understand or be able to view a text-box.

I believe the purpose of this dialog is that the OS's built-in narrator would narrate it, even when the game narrator is broken. Therefore, this is likely WAI.

One potential solution to this would to be to add a language dependent audio cue of some sort- but that might get complex or take up too much space or otherwise be unfeasible

As Minecraft actually creates a new system window that can be read by the system narrator, and it is not an in-game popup, closing as Invalid.
