The grove biome is in the "#minecraft:is_forest" tag, but the cherry grove biome is not.

Things can be both a mountain and a forest...

What is the problem with adding the cherry grove to multiple tags? Tags have no such limits

Can confirm in 1.20.1

So, a cherry grove is not a forest, but a grove is? And in turn, a grove is not a mountain, but a cherry grove is? What's the logic here behind this WAI?
