no its not, there is no mention of ice there, plus even if it had, that one is still unresolved

There's no mention of ice because it's not exclusive to ice but happens with most blocks.
And the fact it's unresolved only means the problem has no resolution yet (not invalid, not intended, not fixed), it says nothing about this being a duplicate of it or not.
