[MC-263451] torches don't always break gravel in 1.20

What I expected to happen was...:
the torch will break the gravel

What actually happened was...:
the torch didn't break the gravel

Steps to Reproduce:
1. start breaking a piece of gravel
2. immediately place a torch down
3. the torch is there but the gravel doesn't break
