Random light sources can sometimes generate causing light to not propagate across chunk borders

The Bug:

Random light sources can sometimes generate causing light to not propagate across chunk borders.

Here are some examples:

Version: 1.20.1

Seed:
-2673931441407680092
Coordinates:
/execute in minecraft:overworld run tp @s 8430.56 27.13 110.31 -31.90 9.12
/execute in minecraft:overworld run tp @s -11951.06 -22.00 453.78 379.31 19.31

Steps to Reproduce:

  1. Generate a world with the seed provided above and teleport to the given coordinates.

  2. Look lighting of nearby blocks.

  3. Take note as to whether or not random light sources can sometimes generate causing light to not propagate across chunk borders.

Observed Behavior:

Expected Behavior:

Random light sources would not be able to generate.

It can be seen from the following repeated issue(MC-263261) that the bug may be caused by the fact that the world decorations with brightness are not generated correctly.

Using the provided seed and coordinates, I could not reproduce this issue. I tried generating the world numerous times and was never able to observe any strange lighting at either dungeon.
I also tried manually flying around to see if I could recreate the issue independently, and was unable to. Assuming this is still an issue, are you able to provide an updated set of seed coordinates?

Here were my results in all my attempts:
