[MC-263637] Cannot place blocks on the open side when not sneaking

when you place a block on the chiseled bookshelf's open side (where you would put books in) nothing happens unless you sneak. i would put a vid below but it was too big. also it says i'm in 1.20.1 but i actually in 1.20 btw

place a chiseled bookshelf
right click the brown side (where the books appear) with a block
redo step 2 but while sneaking
see?

This duplicates MC-256470.
While the hand animation no longer plays, the described behavior of item usage being disabled is still present. The resolution of MC-256556 supports this.
