The Bug:
Boss bar text no longer renders behind potion effect icons.
This issue first appeared in 23w18a.
Steps to Reproduce:
Download the provided data pack and create a new world using it.

Run the "mojira:mc-263641" function.
Look at the rendering of the boss bar text and the potion effect icons.
Take note as to whether or not boss bar text no longer renders behind potion effect icons.
Observed Behavior:
Boss bar text no longer renders behind potion effect icons.
Expected Behavior:
Boss bar text would render above potion effect icons, just like how it did in prior versions of the game.
Just for clarity, this issue was fixed by making both the boss bar and boss bar text render above potion effect icons.
