placed_block trigger doesn't work for blocks that change instantly

When placing a block that will change instantly (Wet Sponges in the Nether for example), advancements that use the placed_block trigger will not activate.

I have added an example advancement for placing a Wet Sponge that works in the Overworld and the End but not the Nether. However this also happens with Water in the Nether, and TNT when powered immediately, 

Repro with the Advancement:
1) Place a Wet Sponge in the Overworld or the End (Note achieved advancement)
2) Remove advancement
3) Place a Wet Sponge in the Nether (Advancement not achieved)
