[MC-264492] Zombies are not spawning with armour from zombie spawner

Put the summary of the bug you're having here

What I expected to happen was...:
I would have though with 1000 spawn I get at least one armour spawn but nothing same with another 1000

What actually happened was...:
Zombies with no armour spawned

Steps to Reproduce:
1. Make zombie grinder from spawner
2. Kill zombies as they drop in
3. Wait a long time whilst killing them to get one with armour

You've just gotten unlucky then. Tested myself and got a zombie with leather armor. (1.20.1)

I said spawner I've seen armour zombies spawn in the wild but none with the spawner I will test for another 3 hours
