Raw mouse input inconsistent when riding on mounts

With the raw input option on, there is a noticeable difference in how mouse input feels when riding a mount (minecart, horse, etc.) versus standard gameplay. Hard to attach a video as it's hard to consistently do the same mouse inputs.

Reproduce:

  1. Turn off raw input.

  2. Return to the game, and move your camera around normally.

  3. Ride a mount. Note that sensitivity feels about the same.

  4. Turn on raw input.

  5. Repeat steps 2 and 3.

  6. ! Sensitivity feels different between those steps.

Not a bug.
Raw Input:
Takes the mouse input directly, instead of from the mouse cursor. This means that mouse movement is not affected by cursor acceleration or scaling, such as Windows' built in "Enhance pointer precision" and "Pointer speed".

The issue is not that raw input feels different than non-raw input, that's a given. The issue is that the feel of raw input changes when you ride a mount. It's very hard to record, unfortunately.

It would be still good to have a video attached.

So please try to reproduce this issue while recording it and make sure that the video displays the F3 Debug Screen.

I've attached a file that tries to show it. In all cases, I tried to make my physical mouse movement as consistent as possible.

I was unable to observe any substantial difference in my mouse movement. Considering that currently this issue is very subjective, are you able to find any concrete difference in the mouse's response in the minecart vs. not?
